Newspapers and online news sites can now include İŞKUR On-the-Job Training Program participants in their minimum staff quotas

Regulation Amending the Regulation on Official Advertisements and Advertisements

Laws concerned: Turkish Employment Agency Law No. 4904

This amendment to the Regulation on Official Advertisements and Advertisements allows newspapers and internet news sites to benefit from the İŞKUR On-the-Job Training Program within their minimum staff requirements. Accordingly, provided they meet the conditions set forth in the Regulation on Procedures and Principles Regarding the Implementation of Active Labor Force Services, the relevant publishing organizations may include up to 1 person in their minimum staff for up to 10 employees, up to 2 persons for 11-20 employees, and a maximum of 3 persons for more than 20 employees. Participants who successfully complete this program and continue to work at the same institution without interruption will be exempt from the standard qualifications and conditions normally required.

The Board of Directors of the Press Advertisement Institution has been authorized to determine the conditions, as well as the working procedures and principles, that individuals to be included in the staff within the scope of the program must meet. The Regulation entered into force on the date of its publication.

Paragraph 3 of Article 19

Now Provided that they meet the conditions specified in the Regulation on Procedures and Principles Regarding the Implementation of Active Labor Force Services, newspapers and internet news sites utilizing the İŞKUR On-the-Job Training Program may include participants of this program in their minimum staff quotas, limited to 1 person for up to 10 employees, 2 persons for 11-20 employees, and 3 persons for those employing more than 20 individuals.

Newspapers and internet news sites have been granted the right to include İŞKUR On-the-Job Training Program participants in their minimum staff quotas based on their employee counts.

Paragraph 4 of Article 19

Before This paragraph did not exist previously.

Now For participants shown within the minimum staff under the on-the-job training program, the qualifications and conditions stated in the first paragraph shall not be required, provided they obtain an on-the-job training document or certificate showing their program participation details, complete the program, and work without interruption at the relevant newspaper or internet news site.

Standard staff requirements will not be sought for participants who complete the program and continue working without interruption.

18 September 2026

Constitutional Court publishes its ruling on the employment of contractual experts at the Ministry of Foreign Affairs

Laws concerned: Social Insurance and General Health Insurance Law No. 5510

Published in the Official Gazette, this Constitutional Court ruling examines the relevant article of the Presidential Decree on Amending the Presidential Decree on the Presidency Organization. The ruling features the constitutional compliance review of the regulation providing for the employment of domestic or foreign contract experts at the Ministry of Foreign Affairs. In this context, the reference relationship between additional Article 26 of Statutory Decree No. 375 and sub-paragraph (a) of the first paragraph of Article 4 of Social Security and General Health Insurance Law No. 5510 was addressed.

It was stated that the social security status of the relevant contractual personnel is determined within the framework of sub-paragraph (a) under Law No. 5510. However, this ruling does not inherently introduce a direct amendment to the text of Law No. 5510 or impose any new obligations. It solely contains dissenting opinions and legal discussions regarding the constitutional compliance review of existing regulations.

Domestic and foreign expert personnel currently or to be employed on a contractual basis at the Ministry of Foreign Affairs.
